Personality:
Carlos is a scientist, through and through, and is analytic almost to a fault. He enjoys investigating things, and figuring out the "how" and "why" of the universe. In fact, he frequently gets wrapped-up in his work, to the point of doing tests on his first date with Cecil. Those around him, including Cecil, tell him that he needs to focus on things other than science, sometimes, and they're right. Carlos makes efforts to focus on Cecil, and from his current pull-point (which is current with canon), he does things like put off science for a bit when he's cooking dinner for Cecil. It's not amazing progress, but he's trying, which is the point.
Carlos has an interesting position by this point in the series- at first, he's clearly an outsider, trying to understand the mysteries of Night Vale. After his discussion with Cecil a year after his arrival, it's shown that he's starting to accept Night Vale as it is. It still interests him, but he's no longer afraid of the city.
Though he like to investigate things, he's not overly doubtful of his findings. After a short time, he comes to accept the differences of Night Vale compared to a "normal" city. He accepts that clocks are not real after investigating, and after he emerges from the underground city, he remarks that he's come to the conclusion that time simply doesn't work the same in Night Vale as anywhere else.
In fact, he's fairly self-sure- not only in his work, but also in himself. When he begins to reciprocate Cecil's affections, he doesn't really hesitate too much, or bother with too much awkwardness. Just as he's certain of what he's doing there, he also feels confident about his scientific findings.
With others, Carlos can be a bit invested in his work, but generally kind and friendly. Though he might not be the absolute best at divorcing himself from his work, he doesn't intentionally push people away. He's just not the best at communicating with people on matters that aren't science (and he can make almost ANYTHING about science).
Cecil calls him "brave", and there's a lot of truth to that. Carlos is the only one willing the ring the doorbell on the house that doesn't exist, and he's the one who ventures into the underground city. Carlos does what he feels is right, not matter how frightening it might seem (and he does get scared, sometimes). However, with this also come a bit of recklessness, and impulsiveness. He nearly dies venturing into the underground city, but he does so to prove to everyone else that they're going to be safe. Even in his relationship with Cecil, thus far he's been the one to initiate contact, and I don't think it's insignificant that he kissed Cecil first, and not the other way around.
All in all, he's a generally alright guy, who really wants to figure out the world he's been thrown into. He sometimes throws himself into dangerous scenarios, and he has trouble putting the science aside for more than a little bit.

Carlos arrived in Night Vale approximately one year ago, with a team of scientists (he's the one apparently in charge of the operation), and settled into the lab next to the local pizza parlor. Shortly after his arrival, Carlos holds a meeting, declaring Night Vale of the but most scientifically interesting community in the US. An underground city is discovered under the pin return of lane five of the Desert Flower Bowling Alley and Arcade Fun Complex (this is relevant in a bit).
Carlos is next mentioned a month later, after having his hair cut (which Cecil makes a pretty big deal about). After this, Carlos is mentioned a few times as having attended things like city council meetings, but he spent most of his time recording the various phenomena of Night Vale, specially the house that apparently does not exist in the new housing complex.
Carlos's next main appearance is nearly eight months after his arrival. Carlos calls Cecil and leaves a series of messages- the first being that he's experimented on clocks in Night Vale and has determined that they are "not real". The clocks are either hollow our filled with a gelatinous substance that seems to be growing hair and teeth. He asks Cecil to get the word out on the radio, but his message is cut short when he notices someone standing outside his door. Peeking through the blinds, he describes a figure simply known as "The Man in the Tan Jacket". He leaves a second message as her observes the man, but he's noticed by him. The third and final message is a slightly confused Carlos who says he felt like someone was just there, but he didn't know who or what they wanted. It's never specified exactly what happened to Carlos, but he asks to meet up with Cecil, as Cecil has contact numbers with the mayor and city council. Cecil declares it "a date!" but I assume their meeting was strictly for business to discuss the clocks.
Carlos features heavily in the episode marking one year since his arrival. The inhabitants of the city underneath lane five have begun to march on Night Vale, and Carlos braves the militia the are guarding the lane and jumps down into the pin return. He reemerges, motioning for the gathered people to follow him. What had once appeared to be a city miles below the surface and in the distance was actually a very small city, filled with very tiny people. Carlos attempts to prove that there is nothing to fear, but he is attacked by the inhabitants of the tiny city, and is presumed dead. Well, that is until the Apache Tracker (who up until this point had only proved himself to be an asshole) jumps down and sacrifices himself to rescue Carlos. Carlos is pulled from the pit and the owner of the bowling alley, Teddy Williams (who is also a doctor, as all bowling alley owners are required to be) signals with a string of hoots that Carlos is actually fine.
Carlos calls Cecil after this, and the two meet at the Arby's parking lot. Cecil asks what danger they're in, and Carlos shakes his head, saying he just wanted to see him. He says he has accepted that time doesn't work in Night Vale, like it should, that sometimes things in Night Vale seem malevolent and strange, but he's realized they're pure, and innocent (which could also be how he sees Cecil, to be honest). They sit on the trunk of Carlos's car, and they watch the lights about the Arby's sign.
A month later, Cecil and Carlos go on their first date, to an Italian restaurant, but they noticed a buzzing shadow advancing on them from the edge of town. After eating their bloody mushrooms (there was no pasta- after all, wheat and wheat by-products had been banned), the notice that their waiter has been replaced by a buzzing shadow vaguely in the shape of a man. They leave the restaurant (by smashing a window with a brick they had been provided with) and make their way to the park. Carlos, being the wonderful and attentive man he is...decides to run tests on the trees (because that's totally what you do on a date). By the time they'd finished, the other people in the park had also been replaced by buzzing shadows. On the drive home, it seemed that everyone in town except for the two of them had become buzzing shadows. Cecil stopped at his lab, and Carlos says he needs to experiment on the buzzing shadows, and turns down Cecil's offer to help. He kisses Cecil just once, and then slips out of the car to go to his lab. Carlos apparently had found a solution, because the town had mostly returned to normal by the time Cecil recounted the story on the radio.
A month and a half later as Cecil tries to report on his missing intern, Dana, Carlos is mentioned as investigating, the house that does not exist. His team dared him to ring the doorbell "just the see what would happen". they offer him $5 to do so, which he turns down on the grounds of scientific integrity. Before he could ring the bell, someone emerged from the house. The scientists tried to approach her, but she passed right through them, almost like a ghost. Carlos told Cecil that it appeared she was talking to Cecil on her cell phone.
Two weeks later, a mountain appears in the desert beyond the town, with a blinking red light on the summit and a flood plain surrounding it, and a masked army advancing on the town. Carlos wants to investigate, but he's busy cooking dinner for Cecil. Once he's finished, he looks out at the mountain and declares it a mirage (which it was, save for the masked army that stops in at the town on their way to attack another city).

I've noticed that some people here are from other worlds...if you don't mind my asking- what is your home world like? Are live animals carbon-based? Is life on your home based on a different element- silicon, maybe? What are oceans on your planet like? Do you have water...or a different type of liquid? Ammonia? Methane? What color are your plants? What is the name of your planet? Do you know which galaxy it's in? Have you ever had contact with humans before this?
